In the early 70's, Joe worked for Burroughs Corporation and St. Paul Leasing in developing a business leasing program. In 1976, Joe Woodley took on the growth and management of marketing for Colonial Pacific Leasing. Colonial Pacific Leasing grew from a $3,500,000 to a $100,000,000 portfolio and had brokered over 15,000 leases by 1984.

In 1984, Joe incorporated Westover Financial in California. Westover Financial, Inc. has funded more than $200 million in equipment acquisitions, from "Application Only" leases to $1,000,000 plus structured transactions.

Joe served as President of the Western Association of Equipment Lessors (known today as the United Association of Equipment Lessors or UAEL) in 1987 after many years on the Board of Directors. He is a graduate of the University of Albuquerque, New Mexico and currently resides in Southern California.
